Once we buy a house we go to work to clean title, pay taxes and get the financial situation and legal situation under control.  The second step is to fix some of the most dangerous problems with the house; broken windows, bad steps or leaking roof.

The second phase includes fixing problems that the average homeowner would not want to atempt on there own like plumbing and electrical issues. Could be part of the reason that the previous owner decided to walk instead of paying their mortgage.  In any event in order for someone to enjoy a property there has to be repairs that make the property liveable and enjoyable again.
